In Blox Fruits, Terror Eyes are a legendary material which can be used to craft the Terror Jaw, Monster Magnet, and Mythical Scroll. The only way to currently obtain Terror Eyes is as a drop after defeating the Terrorshark.
How to Defeat the Terrorshark
First, you'll need to head to the Third Sea, and into a Sea Danger Level between 2-6. The greater the Sea Danger Level, the more sharks will spawn, and the greater damage they'll be able to deal.
The boss bar below (found at the top of your screen in-game) will indicate that a Terrorshark has spawned nearby:
You'll then need to look for the Terrorshark nearby, which look like this:
After defeating the Terrorshark, you'll have the chance to receive 1 set of Terror Eyes as a drop. Below you can find the chance of receiving them as a drop at different Sea Danger Levels:
