Demonic Wisps are rare materials that you'll need to gather in order to upgrade the Sanguine fighting style and varying swords, as well as crafting Abyssal Bait. It is extremely tough to farm due to the high-level enemies and low drop chance.
It's primarily farmed from Demonic Souls, though it is occasionally made available through other means during certain events.
Where to Find Demonic Souls
Demonic Souls can be found on the Haunted Castle island, which is located in the Third Sea and is the same place where you can get the Fire Essence.
You'll want to get on the island and enter the main castle building. As you make your way inside, you'll also encounter the NPC "Haunted Castle Quest Giver 2", who can ask you to kill Demonic Souls:

Demonic Wisp Drop Chance
Although there isn't a published official rate for Demonic Wisps, independent testing by players has come up with a drop chance of around 5%, give or take.
It's highly recommended to use some high-damage fruits and/or those with good AOE, like Buddha. Also, make sure to lure them together to speed up the farm!
Other Sources for Demonic Wisps
Limited-Time Events
Certain limited-time events give opportunities to get Demonic Wisps through temporary gacha systems. For example, the Red Gacha introduced in the Red King Event can drop varying material boxes.
For this specific example, Materials Box 2 could give you Demonic Wisps, among various other rare materials. This still requires a lot of RNG to get, but rich players may find this method more desirable if it's available.
